Silver Surfer as a super villain?

I keep seeing polls, comments and questions regarding the Silver Surfer as a super all the time villains of the Marvel Universe. Where are you getting the children from? Please explain to me how he is a villain? There was only a brief period I'm very aware that he was a villain, and then he quickly reformed. Fool in the rain, I know that the movie is about. I still do not know how that makes him a super villain.
