If my friend buy one / one or two ounces a vaporizer?

My friend has $ 220 and was wondering if he should buy a / 2 oz 1 or HerbalAire steamer (or a Silver Surfer vape). So he should buy? He thinks he will save money and your lungs in the long run, if he buys the vape, but will have to keep buying the herb in small amounts ($ 20 bags) because it will not have enough to buy one / O 2 1, for example.
