there’s not even an iota of the smallest doubt that dark pheonix will win :

1)D.pheonix is a primal life force entity – when lilandra talks to charles of it i distinctly remember her telling him the pheonix has been worshipped for it’s powers amount to that of a god and beyond . Sliver surfer is more or less tuned (some) cosmic power

2)The pheonix force has “near infinite” powers .Even those of Galactus are limited

3)The safegaurd counsel of the kree and shi’ar and the skrull and the watchers – all unimously agree the phoenix force is a threat to the cosmos .I dont think the surfer could even amount to a threat.

4)The fullest most extent and abilities of a rippened pheonix are still unknown – it could pretty much do anything at all .It operates through will of whatever it wants to do – that way theorettically nothing can limit it.

5)Advanced regeneration – the host dies and comes back again when it rebirths in the egg of the pheonix.
ummmm yeah… jean grey or rachel summers could back infinite time to total the surfer over .
