Marvel "What the -!?" Question Comics?

In "What the -! '" Comic Volume 1, # 9, there is a group of characters called "The Legion Obscurity. "Who is this legion and which characters are spoofing?

Most characters in this parody are much smaller and obscure Marvel characters of the '70s and '80s, foreigners or ethnic stereotypes. I think the joke is that everyone in this parody appeared previously in tales of Marvel Comics Presents (all that The # 9 is a parody of the title), an all this stories were written by Scott Lobdell, the same author of the parody (and who appears in it as one character), so Lobdell is parodying himself. As far as I know this character never appeared together as a team out of this parody. The characters are: Al-Eagle parodies El Aguila (Alejandro Montoya), Spanish hero, first appeared in the power of man and Iron Fist # 58 (August 1979). – Parodies Sham lucky Shamrock (Molly Fitzgerald), the Irish heroine, first appeared in the competition of Champions # 1 (June 1982) .- American Gull parodies American Eagle (Jason Strongbow) Native American hero, first appeared in Marvel Two-in-One Annual # 6 (October 1981). Surefire-parodies Sunfire (Shiro Yoshida) Japanese hero, appeared first in Uncanny X-Men # 64 (January 1970) and briefly joined the team in Giant-Size X-Men # 1.-Pal-mine the parodies Paladin (Paul Denning) costumed mercenary first appeared in Daredevil (vol. 1) # 150 (January 1978). Zorbra-parodies Sabra (Ruth Bat-Seraph) heroine of Israel, first appeared in Incredible Hulk vol. 1 # 256 (February 1981) .- Over-Indulge parodies Overmind (Grom) occasionally extraterrestrial villain turned hero, first appeared in Fantastic Four # 113 (August 1971) and was briefly a member of Defensores.-And finally, appears Captain Ultra (Griffin Gogol), which need not be falsified because it is already a phoony superhero. He first appeared in Fantastic Four # 177 (December 1976) and subsequently has appeared in many comic stories. And as an aside, with Spain, I do not understand why the Spanish guy Al Eagle / El Aguila acts like a stereotypical Frenchman. Part of the joke? Lobdell did not know better? or maybe Lobdell is parodying its own lack of understanding of foreign culture?
