Comics companies hire writers with new ideas?

I was in DC comics online and looked at the careers section and freelance jobs were accept only send ins for comic book artists! and I looked at Marvel and was an artist, publisher, editors and other stages …. How about the writers? I be a comic writer! But then again I have my own ideas! I have my own characters … Is there any companies that allow writers with good reputation and a following of his own series of proposals will have their reading. Nobody, including you, starts at the top with their own books
