I’m guessing you don’t mean a comic since the only book I can find called “The Giver” was published in 1993 and written by Lois Lowry

In the comics, it’s not real clear how old he is, especially since writers keep messing with his continuity, but he’s out of college and possibly grad school (depending on what timeline they are using), so I’d say he’s probably late 20′s, maybe early 30s. The character itself is 45 years old (46 this year) since he debuted in Amazing Fantasy #15 in August 1962.
