If Captain America were ticklish on his feet, then it would eventually be used against him. Captain Canada and Captain Mexico would read reports about how a majority of citizens of the United States think that the U.S.A. is the only country in North America. Then Captain Brazil and Captain Argentina would read reports that a majority of citizens of the United States think that South America ought to be renamed so that “real” Americans would not be confused with South Americans. The four of them would then be told about the ticklish feet by Captain France, who had secretly been tickling Captain America’s feet for years. Then they would lure Captain America into a trap, forcibly bare his feet, and then tickle his feet on a daily basis until he could defeat them all at curling and soccer.
