the side that is pro registration of superheroes (iron man’s side)? or the one anti registration of superheroes (Captain America‘s side)?

While both sides have strong advantages, and powerful supporters, I think the likelihood is that the Act in question will eventually be repealed, as leaving such a thing in place really stresses the government, I mean, what do you do about the Silver Surfer, or any of the other unstoppable heroes, much less the villains? The details of executing such widesweeping legislation will drag the thing to a halt, but not before the Marvel Universe takes its bumps, bruises and even deaths for this.
