While I can not talk to the writers, it seems to me that they are trying to convey the death of Captain America that America stood for. The recent problems surrounding government surveilance of citizens Americans, the "war on terrorism and the war in Iraq and Afghanistan do not sit well with some, and the murder of Captain America, who may have been suggesting that some people in power are destroying the best part of America. Just my $ 0.02. Everyone needs to decide for themselves what these things mean.

Scotland’s image in the world today owes much to the caricature presented by Harry Lauder’s stage performances. A Minstrel in France is the account of the Scottish performer’s travels and experiences entertaining the troops in England France and America during World War I.
